There was an standing ruling of the Bangko Central ng Pilipinas (BSP) that you can only establish a new rural bank in a town where there was no existing rural bank. In the province of Nueva Ecija, the only towns where there was no rural bank were in the towns of Pantabangan and Nampicuan.
The other option was the town of Dingalan, Aurora. The town of Dingalan, though part of region 4 was more accessible to Nueva Ecija by way of Cabanatuan City, Palayan City, Laur, and Gabaldon. It was on October 5, 2007 that the members of the board of directors of JFC went on an exploratory trip to Dingalan, Aurora.
We found out that there were a lot of infrastructure development going in the area. The road going to Dingalan was in progress. This road was being developed to connect to the Subic-Clark-Tarlac expressway (SCTEX). The Dingalan port was being built. There was a lot of potential in the area in terms of development.
The town of Dingalan, Aurora was then decided to be the site of the proposed rural bank that JJEREN Finance Corporation would be converted into.
Two adjoining lots totalling about 600 square meters along the national highway and at the back of the municipal building was purchased for the construction of the building for the bank. One of the lots had an existing multi-purpose hall owned by the former mayor whom we bought the property. We just had to renovate it to suit BSP requirements for a bank.
The board of directors then decided to start the project and the ground - breaking ceremony was scheduled on January 21, 2008.
The ground breaking ceremony coincided with the inauguration of the Dingalan port wherein President Gloria Macapagal Arroyo attended. President Arroyo was briefed by Mr. Ray Dionisio on our establishing of a rural bank in Dingalan. The president expressed her appreciation of the project and promised to help in expediting the registration of the bank. With president Arroyo were Senator Edgardo Angarra and Secretary Len Bautista.
