The LandBank Years...Iba FO

I reported to the Iba field Office on February 16, 1995. I took over from manager Alfredo Fagela who was reassigned to the Bataan FO.

My assignment to Iba, Zambales marked the start of the unification of the branch banking and agrarian sectors into one unit called the United System Project(USP). The rationale bahind the USP is to have a one stop shop in a Landbank branch where the banking and agrarian services were present. The existing set up was a branch in an area managed by a branch manager under the Branch Banking Group for commercial banking services; another is a field office managed by a field operations manager under the Field Operations Group for the agrarian services. Under the USP there would only be one manager handling both banking and agrarian services.

However, as a pilot USP project, I was under two sectors; under two regional heads. VP Raymundo A. Dionisio was the regional head of region 3 for the Field Operations Group; VP David Camaya was the regional head of Branch Banking Group-Area 3B where Iba USP belong.

The first months of my assignment was devoted to training in banking. I undertook on the job training on all aspects of banking at the LBP Olongapo branch which was approximately about 80 kilometers from Iba. The opening of USP with the banking component of the existing field office was projected in May, 1995.

The USP was a very different ball game in the operation of Landbank. While before in the FO operation we were concerned only with collection of land amortization, extension of financial assistance to cooperatives and other agrarian-related activities, we were now also concerned with deposits, commercial loans,business unit earnings(BUE)of the branch in terms of profitability.

The branch operation of Iba was quite successful and the unit was among the top 3 in BBA-Area 3-B.

My assignment to Iba USP lasted for one year and ten months from February 16, 1995 to October 31, 1996.

The operation of the four pilot areas for the USP in Luzon, Visayas and Mindanao were very succesful. This signaled the full implementation of the project in the entire country. Thus, in the second semester of 1996, USP was implemented for the whole LandBank operation.

On October 21, 1996 I received a special order for my assignment to Gapan USP in Gapan, Nueva Ecija.

I was not able to report immediately to Gapan, Nueva Ecija because EVP Felixberto U. Bustos, Jr., head of Banking Sector, opposed my re-assignment. He said that the operation of Iba USP would be affected if I would transfer. However, EVP Bustos retired later, thus I was allowed to transfer to Gapan by the Branch Banking Group Head VP Lydia Fernandez.

I reported to Gapan USP on November 4, 1996.
