TIMES AT LANDBANK...SAN ISIDRO (N.E.) FO

My first assignment as an Estate Development Coordinator(EDC) was at LBP San Isidro(Nueva Ecija) Field Office(SIFO). My coverage was the Cabiao IEDP area. The Field Operations Manager(FOM) then was Manuel B. Mendoza. There were two(2) other IEDP areas covered by SIFO: Jaen 1 assigned to Wilfredo San Juan and Jaen 11 assigned to Rolando Magno.

BIRTH OF JELYN

My youngest child, Jelyn Christelle was born on May 27, 1984.

In 1986, after about 7 years as field operations manager of SIFO, Manuel B. Mendoza was re-assigned to another region. The tenure of Mr. Mendoza as manager was characterized by non-movement of personnel in terms of promotion.

Mr. Rosendo de Guzman took over as FOM of San Isidro FO. But his stint was only for about a year. He was re-assigned to the Cabanatuan Field Office.

In April, 1987 Mr. Percival Dasoy took over as manager of San Isidro FO. His tenure as manager was likewise only about a year.

It was on the term of Mr. Dasoy that I was designated as Acting Field Operations Supervisor.

Mr.Victor Tagaza became our manager in 1988. His term of office was also short lived. He filed a vacation leave to go to Australia but ultimately didn't return to the Philippines.

TYPHOON UNSANG....OCTOBER 25, 1988

It was in October 25, 1988 that typhoon Unsang, one of the most destructive typhons to hit the country, struck which caused tremendous damage to property and crops. Our town in San Leonardo, Nueva Ecija was one of the towns affected by the flood waters brought by the typhoon.

Mr. Raymundo A. Dionisio took over as manager of San Isidro FO in October, 1988.
It was on Mr. Dionisio's watch that the potential of the personnel of the unit were utilized and tapped. Most of the the staff were promoted and ultimately became managers themselves, like Adriano (Danny Liwag), Jesus V. Padua, Eufronio (Jun) Soriano, Prudencio (Amang) Elegado, and myself.

It was at this time, on August, 1989 that I was assigned as head of the Loans and Discount division of Aurora Field Office.

The LandBank Years...

I started working with the Land Bank of the Philippines (LBP) on February 1, 1979. LandBank then had two sectors, the Commercial Banking and Agrarian Sector. My initial position title was Farm Representative at the Field Operations Group(FOG) in the Agrarian Sector.

A few months later, the title position of Farm Representative was changed to Estate Development Coordinator(EDC).

A Farm Representative/Estate Decelopment Coordinator had to implement the Integrated Estate Development Program(IEDP)in areas that were selected by LandBank in its coverage. There were then an initial 42 LBP Field Offices established in the whole country. An IEDP area consisted of a contiguous farm estates that were covered by the agrarian reform program. The IEDP program aimed to help the farmer-beneficiaries within the area coverage in their economic and social development thru the organization of farmer groups, extension of credit assistance, marketing of their produce, and ultimately help them acquire their lands by full-payment of their land amortizations with the bank.

I reported first at the Head Office of Landbank at Intramuros, Manila. Miguel Eyaya and Eufronio Soriano were among my batchmates in reporting to LBP. The first month was devoted to orientation of our work and the bank in general.

After one month of orientation, our appointment from the civil Service Commision (CSC) was released. We were then fielded for our on - the - job training (OJT). Mike Eyaya, Jun Soriano and me were assigned to the then Cabanatuan Area Office. The Field Operations Manager (FOM) was Efren Montepiedra.

I was assigned to the IEDP area of EDC Rosalino A. Alano in Aliaga, Quezon. Mr. Alano was a town mate from Guimba, Nueva Ecija. He was a year ahead of me in graduating from high school at the Our Lady of the Sacred Heart Academy (OLSHA).

After about a month, I was assigned to handle the Talavera consolidation area to collect land amortizations from the farmer beneficiaries.

It was about this time that the San Isidro Field Office in San Isidro, Nueva Ecija was being constructed. When it was finished I was assigned to be one of the EDCS of the field office.

It was also at this point in time that the IEDP training for EDCs and counterparts from government agencies, DAR, DLGCD, and DA that composed the Estate Management Group (EMG)was held at CEC,at the UPLB in college, Laguna on August -25, 1979.

December 1, 1972 - January 31, 1979 : Times at IIRR; Starting a Family; Birth of Jay; Birth of Jehan

TIMES AT IIRR

I reported for work with the International Institute of Rural Reconstruction(IIRR) on December 1, 1972 at Silang, Cavite. Martial law was just declared on September 21, 1972 when I was still with PRRM. Cavite then was notorious in terms of killings,hold-ups and clan rivalry with many loose firearms. With the declaration of martial law the peace and order landscape of the area had dramatically changed.

With this new environment I applied as a Rural Reconstruction Instructor(RRI) with IIRR in the later part of 1972. This scenario coupled with the looming management and economic problems of PRRM helped me decide on a career change. The president then of IIRR was Dr. Juan M. Flavier. The field director was Mr. Menandro S. Pernito. Two of my colleagues from PRRM with the Laguna operations also were hired by IIRR, namely Franklin Fermin and Eblas Blancas. Earlier, Roger Banas, Livelihood department head transferred to IIRR.

STARTING A FAMILY...

It was while I was with IIRR that I got married. Vangie and I was married on December 29, 1973 at the Iglesia ni Cristo chapel in Cabanatuan City, Nueva Ecija. Dr. Juan M. Flavier, IIRR president and Mr. Roger Banas, IIRR cooperatives specialist were among our principal sponsors.

My eldest son, Christopher Jay J. Cristobal was born on October 5, 1974.

My second child, Jehan Christine J. Cristobal was born on September 5, 1978.

I was with IIRR for six years until I resigned on January 31, 1979 to join the Land Bank of the Philippines

September, 1971....

It was in September, 1971 that I met in PRRM my future wife, Evangeline L. Juatco. Vangie was hired by PRRM and assigned at the cooperatives department as bookkeper.
Later on she was assigned in the Manila office to augment the accounting staff.

She, however was recruited as one of the CO workers for the Laguna operations and assigned at the San Pablo team under Agustin Soriano.

She stayed with the Laguna operations until the middle of 1972 when management problems in PRRM cropped up which caused the mass resignation of most of the field workers.
Vangie was among those who resigned from PRRM. She then worked with the provincial government of Nueva Ecija in Cabanatuan city
